Accessible through the portal in University Heights during the A Mysterious Triangle in Spaaaaace quest.
The station is still just beginning construction. There's a sickbay for injured workers, and a radiation lab for scientific experimentation. They've also laid ground for a stream and pond once the artificial gravity is working. Everything else is still just rough frameworks, though.
