Michael Ace is an NPC trillionaire businessman with connections to criminal operations that you uncover in several quests.
He first appears at the conclusion of C.H.I.P.S. (Casino Heroes Investigate Purported Scandal). During the conclusion he appears in Rand's office, and during the long text admits to being the owner of the casino but not to condoning the mafia operation there. Your journal then describes him as now being "an enemy for life."
He then appears in the one-time non-combat adventure A Familiar Figure during the Don't Cry for Me, Zion-tina quest.
