	I just transmogrified and waited to level up until I had 400 XP, so I could get level 2 and 3 ~~simulataneously~~, which netted me the merit badge. Therefore, the addendum about having to be higher than level 25 is patently false. 	* The note about being <b>under</b> level 25 refers to the fact that you have to be able to gain both levels at the Training Guild in Somerset.
