I'm pretty sure this isn't gained only on rollover or leveling. I haven't played a multi for quite a while. I probably did the quest months ago. I played a bit today, and at some point, about 4AM, I got the book. It was the middle of the night and I didn't level.

My current theory is that you get it after a given amount of turns/time played since the quest was finished. --[[User:Muhandes|Muhandes]] 19:39, 28 December 2009 (UTC)
