I encountered Blue Crush on the Rooftops. That makes me think he's a Wandering Villain and not a Static Villain.

Possible reference
It struck me today when I encountered him. Hit line "Blue Crush shouts, "Blue Crush CRUSH!" and then does exactly that." reminds me strongly of Hulks and his famouse 'Hulk, SMASH!'.
