You have to have all parts of this at the time you go to get the badge.  I rode the moped for an adventure or two, then changed back to dreamer's clock, but still had the costume on when I went to the Guild.  I got a slightly different message from the trainer (which I foolishly did not transcribe--sorry), to the effect of "That's quite an outfit, you almost look like you're ready for Halloween or to go on stage".  I didn't get the badge until I went back while riding the moped.  --Dogberry: 13:14 Central/2 Nov 2010
