This is a Zion's Tears archon, one of the highest-ranking leaders of the movement. Unlike human leaders, it doesn't beg for your vote, it commands it.
- Or, if encountered after using a horn of Zion:
An archon shows up almost immediately, looking for the matarkhis that sounded the horn of Zion. Realizing you're not a matarkhis in trouble--or perhaps guessing that you took the horn from a matarkhis--the archon attacks without delay.
