One rollover after finishing the Protests Aren't for Amateurs quest, or when reaching level 6 (the later of the two), you receive a message from Susan Novak:

When Used

You pick up the "pamphlet," a 200-page stack of dense technical explanations and rationales for various ways in which you can accomplish things better or faster than typical people. The tips are all over the place, ranging from how to more efficiently shave (with separate considerations for male and female heroes) to unusual ways to navigate the city. By the time you're done reading, the suggestions are swimming dizzyingly through your head, but you do feel like you've got a better grasp of how to tap into your heroic skills.
