I just transmogrified and waited to level up until I had 400 XP, so I could get level 2 and 3 simulataneously, which netted me the merit badge. Therefore, the addendum about having to be higher than level 25 is patently false. | |||

Confirmed that three level-ups at once doesn't yield any additional reward.

I just transmogrified and waited to level up until I had 400 XP, so I could get level 2 and 3 simulataneously, which netted me the merit badge. Therefore, the addendum about having to be higher than level 25 is patently false.
