You come across what appears to be a large underwater stone palace. Fish and other sea creatures swim in and out of its many windows. It's clear there's no point in hiding, so you just swim through the front door.
The entrance leads to one gigantic room. All sides are piled high with plastic-sealed packages--obviously the stolen goods. Sitting on a giant stone throne in the middle of the room is the Troutmaster. He's not not[sic] what you expected: short, balding, slightly overweight, and pale green. Well, the pale green skin isn't so surprising.
