You are fighting the Pale Rider.
You're pretty sure this guy isn't the physical manifestation of death, but a pale horse is way cooler transport than pale skis or a pale midsize sedan. Anyway, on the off chance he's the real deal, make sure you just knock him out and put him in jail with the others. Killing Death is a whole world of problems, even if it comes with the cloak and everything.
