Here are some datapoints for the reducement. This is all at level 80, with 10 points in runnin nature vs. nurture (+20% effectiveness). I was in the rogue ranch with -125% dodge (absolute dodge was -200) and some resistances. I was getting hit for (I didn't write down data separately from separate enemies though; also, I was there for a few dozen rounds spamming first aid until they fumbled themselves to death, so the ranges are maybe from a hundred attacks each in sonic and electric, and few dozen in acid and psychic; also also, I never saw elemental attack without hero dash message):
Acid (0% resistance) 14-23 without sidekick, 11-17 with.
Sonic (13% resistance) 10-23 without sidekick, 9-16 with trainer.
Psychic (20% resistance) 12-19 without, 8-13 with.
Electric (23% resistance) 10-19 without, 7-14 with.

I have only ever seen one dodge-helping message, and that was against a s7g robot (which are roughly where my dodging is); never when my dodge was high enough to always dodge, or low enough to never dodge. Hypothesis: has a +X "bonus", message only happens when that bonus would help.

PP restore was only occasional (maybe 1/4 or 1/5 trigger rate, but that's guesstimating from memory), observed range was 24-28.
