Aaron Rand is an NPC police officer that your character first encounters in the one-time-only non-combat Officer Down adventure in the Neighboring and neighborly neighborhood, although he is not named for you then. This initiates the Like a Super Neighbor quest. With a means of transportation besides your feet, you can go to Twilight Hospital in University Heights for the one-time non-combat Officer Back Up adventure. This gives you his name, and establishes Officer Rand as your contact with the local police at the Twilight Police Department in Somerset Square.

You complete the Like a Super Neighbor quest by visiting Rand again after capturing the arsonist in The Arsonist adventure, which sets the pattern for your next few quests. Trouble in the Galleria is finished by visiting Rand, while the following quests, A Dank and Rusty Mystery, Protests Aren't for Amateurs, and C.H.I.P.S. (Casino Heroes Investigate Purported Scandal), are both started and concluded this way.

Once you finish C.H.I.P.S. Rand informs you that he was promoted to the downtown office, where you will meet him from that moment on. The following quests, Go Fish and Don't Cry for Me, Zion-tina are both started and concluded with Rand. Go Fish, Again is only started this way, followed by Trouble in the Wasteland and All the World's a Quest, and All the Men and Women Merely Heroes which return to the pattern of both starting and concluding with Rand.

Unlike Susan Novak, Officer Rand does not send you messages in-game and has no picture. The only other police officer mentioned by name is investigator Christine Lind, who appears in one possible route for Don't Cry for Me, Zion-tina. Michael Ace appears in Rand's office at the resolution of C.H.I.P.S. (Casino Heroes Investigate Purported Scandal).
