Looking for source

The day I got Giger counter I was only in The streets of downtown Twilight, A renegade robot hive and did only few turns in Survey the Rooftops of Downtown, so it could narrow down the search for source. However, looking at autosell value, I would guess that it's from a villain, most probably from one of new ones.
