This is one of those horrible gag items that you'd buy out of the back of a comic book, usually between the pepper gum and the x-ray glasses. Just twist the top and hand it to some poor schmuck and watch them shock themselves. Literally seconds of fun!

How Obtained
When Used in Combat
You activate the pen and toss it at your foe. The next thing they know, they've gotten a really nasty jolt, taking 20-30 damage. They're also a little out of sorts.
