4.5 was also shortened to just 4; 5 was also shortened to just 4; 5.82 minutes became 4 minutes 49 seconds, so I would say this works like a temporary "reduces turn length by 60 seconds", with the normal limit of -60 total. --XKiv (talk) 13:36, 2 July 2013 (PDT)
