This is a commemorative training whistle for the Twilight Hero Dash, a multi-kilometer obstacle course including feats from the car toss to the burning building rescue. Normally the people running an event would release commemorative items at the event or even afterwards, but the organizers of the Hero Dash are just that far ahead of schedule.

First time:
You lift the shiny new whistle to your lips and blow out a shrill note. Your sidekick storms up to you and takes the whistle.
"That was pathetic! We need to work on your form!"
Your sidekick learns a role: Hero Dash Trainer.
Subsequent times:
You lift the whistle to your lips, but your sidekick just shoots you a warning look.
During the Cat and Mick-y Mouse Game quest:
Your kidnapped sidekick isn't available for training right now. The whole being kidnapped thing, you know.
Notes
- When bought: The shopkeeper points to a sign that reads "drop and give me ten." It takes a second before you realize he means 10 silver stars, but you still get a shiny new whistle.
