Captain Buzzkill
n. An old and infamous villain of Twilight. Sour, surly, and determined to make everyone around him as unhappy as he is, Captain Buzzkill (he used to be a Major, until he was demoted at his arrest years ago) continually searches for ways to leech the joy from the city.
He's perfected the construction of psychic vacuums that drain the happiness out of the city and, generally, attract a swarm of like-minded minions.
