Here are the data I've collected (work in progress): 

1-3 at level 1
1-4 at level 2
2-5 at level 3
3-6 at level 4
4-7 at level 5
5-8 at level 6
6-9 at level 7

It appears to be level-1 to level+2, with the minimum capped at 1.
