Looks like flurries trigger when you are hit and are a form of cold aligned strike-back:
:It knocks a flurry of ice shards loose from your pants, taking 29.
:It knocks a flurry of blinding snow loose from your pants, taking 16 from the cold and chilling it to the bone.
So far I have yet to see the second message deal damage equal to the first one so chilling the foe to the bone could have some sort of deleveling effect. There could still be more to it though. --[[User:Valmo|Valmo]] 22:52, 31 December 2011 (PST)
