I just used 4 backpacks I got:
1 x Medkit
1 x Soles
1 x Soles
1 x Firewater 1 x Soles

I just used 50 backpacks in a row. Since none were outside the 90-110 chip range, I removed the question marks. Also, you can get a backpack with no items (just chips), one item, two different items, or two of the same item.
