Simple math, it does 60%. Say monster has X HP and it does a proportion A damage. We have X*A=82, (1-A)*X*A=33. Solving we get X=136, a=0.6. And indeed after doing 0.6*136=82, left with 54*.6=33,left with 21*.6=13.
