It looks like the amount of HP recovered is based on your Max HP. My main with 768HP recovered 175HP on the single use (Roughly 23% of my Max HP), and 339 HP from the multi-use (Roughly 44% of my Max HP). To double-check I used one on a multi with 324HP and he recovered only 75HP or about 23%.
