bandolier
Plural: bandoliers
This is a cross between a rubber band and a chandelier.
Well, not really. But you could probably use it to swing from a hook on the ceiling to make a daring escape, and then wrap it around some newspapers to keep them from spilling everywhere, so it's closer than you'd think.

How Obtained
- All foes
First you slap them around with the leather strap of the bandolier. Then some of the bullets in it go off (stupid cheap bullets, I guess) and ricochet around, hitting your opponent but not you. The bandolier falls completely apart, but in the end you've done 40-60 damage.
