The strategy seems to be to slowly disable its special attacks by countering with another ZOM Device, so that it will give the "ruin of circuitry" message and present an opening. As it gives about 3000 XP, obviously this is not an opponent meant to be beaten in one go. The counter for the ZOMega's Casting Reel is Riot Slicer, the counter for Pushing Spring is Shooting Shot. The counter for Crushing Hand is the Spring Pusher and Shooting Shot is countered by Casting Reel, but both  are kind of weird in that if you are far/close, it is possible to negate the attack without causing the "blue wisp" result. Also as a nice bonus, it turns out that each skill's counter-skill will prevent or undo the "environmental hazards" of the corresponding Sanatarium zone.
