*I believe you simply need to have ''received'' the 'Protests Aren't for Amateurs' quest. Last I knew, Rand only gives quests one at a time. Multiple visits would be required if you're eligible for several. Visiting the Twilight Police Department after completing the Protests Aren't for Amateurs quest will initiate this quest with the following message in your journal:
