:I'm largely sure it uses the buffed stats. I'm going to dump some data in each of the talk pages, but it seems that the numbers are specific ones and not a range of numbers based on the buffed stat. The XP gained from the non-combats appears to scale based on your buffed stats. The multi I used to poke around had the following buffed stats:
Strength: 67, Intellect: 90, Reflexes: 91
