Someone went through the trouble of pulling back this slingshot, then attaching a string so it doesn't fire. It's like a trap some kid would leave in their house over Christmas vacation or rig to protect their treehouse from super villains.
On the bright side, with the string held back, it'll save you the effort of pulling back for that first shot.
