When Used

First time:
Bryll Bison's book I'm a Danger Here Myself is about a young policeman in training who has a series of traumatic incidents while learning the ropes, most of them involving electrocution with a taser. As a weird promotion, this book comes with a functioning taser--batteries included, even. Your sidequick[sic] picks up on the proper use of a taser quickly, and soon becomes a well-trained electrical "engineer" if you want to call it that. (gives access to the Electrical "engineer" sidekick)

Subsequent times:
Your understudy already knows this skill and is plenty dangerous with that taser, thank you very much.

During the Cat and Mick-y Mouse Game quest:
Your kidnapped sidekick isn't available for training right now. The whole being kidnapped thing, you know.
