Given the intro text, I'm speculating you need to have finished the brutes quest. My level 16 alt was able to activate this quest. Not too sure about the minimum requirements for Blending In, or the number of henchstalkers you need to defeat. --hoyifung04 (talk) 18:42, 4 April 2020 (PDT)
