Highest value seems to be 3*level.
At lower levels the highest value is the most likely outcome, but that tendency diminishes as you level. This behaviour could be easily equated by randomly picking a number between 50 and 100 and then applying a 3*level cap. Since the average value in that interval is 75, at lower levels that cap would result in the highest value being the most likely outcome and then that behaviour would regress to a normal distribution as you increase the cap.
