Fairly certain this is obtained by wearing skeptic sandals while Spelunking. Yurick originally pointed me to Spelunking, and said lower levels might have a better chance at getting one but that it wasn't a guarantee. Yurick also says Kinak confirmed that it's once per retcon and tricky to get.
Tried this on a level 9 account and a level 60 account, obtained the crystal both times. Needs confirmation, however.
