How Obtained
Dropped sometimes after combat with a Computer pharmacist as your sidekick.
When Used in Combat
You say "Bring bring! Bring! Sorry, I've got to take this." Your opponent has also apparently forgotten how payphones work and lets you leave without a hassle.
Then you throw the phone away, because who needs a phone that doesn't throw birds or turn you into a superhero or travel through time? (ends combat without costing time)
