How Obtained
When Used in Combat
You shoot <foe> in the heart with a heart-tipped arrow, which I suppose makes it a heart-tipped heart-tipped arrow. They seem confused by the strange feelings rising through them... as well as the fact that they're not dead getting shot through the heart.
