Acquired on my main (Penguinpyro) at level 12 after I had I finished a little over 500 retcons. I vaguely recall the message was something about liberation from evil machine overlords. The image name and timing of level 12 strongly implies that it was unlocked by fighting killer printers in the NCI Live building. That said, I never went out of my way to fight killer printer, so I fought perhaps an average of 1 per retcon.
