This is pretty round-about and esoteric, but I wouldn't be surprised if Ryme thought this way:
There's a movie called Breakin' 2: Electric Boogaloo. Given that Illuminum deals with electricity, and both the boots and the movie deal with dancing, I wouldn't be surprised if he meant this as a reference to that as well.
