Some data I was sent suggests there might be +9 toughness, not +8. Specifically

Level 145 @ insanity: without Red Dwarf: 1221 with Red Dwarf: 1226

Level 145 @ insanity: Electric with Excitement, without Red Dwarf: 1279 Electric with Excitement, with Red Dwarf: 1284

Buffs include Keen Observation (+5% XP) Equipment includes VR helmet (+3 XP)

This agrees with +9 if it is rounded to nearest integer: (level*8 + 4.5)*(1+percent_bonuses)+3

where level*8 == base XP for Insanity, 4.5 == half of presumed foe toughness modifier, 1+percent_bonuses == 1.05 for Keen Observation only, or 1.1 if Electric with Excitement as well 3 == VR bonus.--Muhandes 15:43, 15 November 2009 (UTC)

Just did my own tests and it is definitely +9 foe toughness, changing page to reflect this. Zillow
