switchboard garrote
Plural: switchboard garrotes
Surely you've heard of piano wire garrotes, and this is very similar, except it's designed to look like an ordinary cord for a switchboard. You're not sure what it's doing here, but you can only assume that they take "cut-throat" a lot more literally around these parts.
