Municipal Targeting Network

If you have permission from the city, this would let you hook into all the traffic cameras and track threats. It's a power too great for any one hero, so you should probably ask politely and file the appropriate paperwork.
For whatever reason, the paperwork always seems to get done faster while the city is under attack.
