This is a cross between a rubber band and a chandelier.
Well, not really. But you could probably use it to swing from a hook on the ceiling to make a daring escape, and then wrap it around some newspapers to keep them from spilling everywhere, so it's closer than you'd think.

When Used
First you slap them around with the leather strap of the bandolier. Then some of the bullets in it go off (stupid cheap bullets, I guess) and ricochet around, hitting your opponent but now you. The bandolier falls completely apart, but in the end you've done ?-50-? damage.
