You blow a few blasts on the horn. It looks and sounds like the battle horns the Zion's Tears creatures are using, but nothing happens. Maybe none of them are are listening right now and you should try a bit later?
Otherwise it makes sure the next foe you will encounter on the Zion's Tears building is an archon :
You blow a few blasts on the horn. After a moment, you hear a responding blast from within the Zion's Tears building.
Using multiple:

You blow a few blasts on each of the horns. It looks and sounds like the battle horns the Zion's Tears creatures are using, but nothing happens. Maybe none of them are are listening right now and you should try a bit later?
