Say What Now?

The address in question is a small playground in between a middle school and an elementary school. A few teenagers are hanging out on a jungle gym type platform, talking in low, moody voices. They're all dressed the same in dark clothes, contrasted against their pale skin. Several have black paint on their nails, or are wearing dark eye makeup. One's smoking a cigarette and is probably too young, but that conversation is really outside your area of expertise.
Nothing else seems to be going on, so you back off a bit and radio in to Phil. His response is to mutter something about "goths, not vandals" and then sign off. You're left scratching your head and wondering if he was actually serious.
