Aaron Rand is an NPC police officer that your character first encounters in the one-time-only non-combat Officer Down adventure in the Neighboring and neighborly neighborhood, although he is not named for you then. This initiates the Like a Super Neighbor quest. With a means of transportation besides your feet, you can go to Twilight Hospital in University Heights for the one-time non-combat Officer Back Up adventure. This gives you his name, and establishes Officer Rand as your contact with the local police at the Twilight Police Department in Somerset Square.
You complete the Like a Super Neighbor quest by visiting Rand again after capturing the arsonist in The Arsonist adventure, which sets the pattern for your next few quests. Trouble in the Galleria is finished by visiting Rand, while the following quests, A Dank and Rusty Mystery, Protests Aren't for Amateurs, and C.H.I.P.S.
