Aaron Rand is an NPC police officer that your character first encounters in the one-time-only non-combat Officer Down adventure in the Neighboring and neighborly neighborhood, although he is not named for you then. This initiates the Like a Super Neighbor quest. With a means of (transportation) besides your feet, you can go to Twilight Hospital in Downtown Twilight for the one-time non-combat Officer Back Up adventure. This gives you his name, and establishes Officer Rand as your contact with the local police at Twilight Police Department in Downtown Twilight.

Unlike Susan Novak, Officer Rand does not send you messages in-game and has no picture. The only other police officer mentioned by name is investigator Christine Lind, who appears in one possible route for "Don't Cry for Me, Zion-tina". Michael Ace appears in Rand's office at the resolution of C.H.I.P.S. (Casino Heroes Investigate Purported Scandal).
