1. When you've reached level 6, the following message appears in your journal:

You get the feeling it's about time to go check in with Officer Rand.

Or if you already completed C.H.I.P.S. (Casino Heroes Investigate Purported Scandal):

You get the feeling it's about time to go check in with Officer Rand, and see how he's liking his new offices at the downtown police department.

2. Visiting the Twilight Police Department in Downtown Twilight you get:

Rand greets you as you come in. "Hey, kid. I was hoping you'd stop by. I've got something kinda unusual I thought you could check out down at Porcelain Bay."

You say, "Let me guess: something's fishy at the docks?"

Rand gives you a long, steady stare. Eventually you shrug and look away.

All the missing ships have been carrying valuable, cutting-edge stuff. The attacks always occur at night, and one of the few surviving witnesses claims the attack came from under the water."

"All right," you sigh. "I'll see what I can do."

This updates the following message in your journal to:
