What good is a spy if he or she can't go under water to protect freedom? You know, from... things. Under water. Under water things. Like... um... evil water-tentacles! Yeah! Those!
On the more practical side, it has high-intensity flood lights so you can see, a nearly impervious outer shell to protect you from crushing ocean pressures, and an automatic air mixture regulator to keep you from going all goofy when the nitrogen narcosis kicks in.
