This is a powerful laser-generating module. It's also something of a high-tech mood ring: it can sense the user's personality and changes frequency (and thus color) to match the user's personality. It's always blue when a "good" person uses it, and red when a "bad" person uses it. That's why you'll never see a villain with one of these in their Blu-Ray DVD player.

The "high-tech mood ring" is a reference to the '80s G.I. Joe cartoon, where the Joes' guns would fire blue lasers and the Cobra guns fired red, but would switch if picked up and used by the opposing team.
