Walkthrough
1. When you reach level 7 you get the following journal message:
Time for a Check-In ...
You get the feeling it's about time to go check in with Officer Rand. It takes a minute to remember that he's not in Somerset anymore, and you've got to find him downtown.
If you don't use a range 3 or more Transportation you also get the line:
You're probably going to need a better vehicle to make it all the way downtown. Maybe you can pick up something at the all-night used car lot just down from the Golden Wooden Nickel casino.
2. Visiting the Twilight Police Department you get:
Rand greets you as you come in. "I don't have anything specific to tell you this time, but I've been noticing a strange trend downtown. There's been a weird spike in all kinds of criminal activity--particularly murders and break-ins, but other stuff, too. I was wondering if you'd have some time to spare, just keeping an eye on things down there?"
You shrug and then nod. Yeah, why not?
The journal message is updated to:
There's been trouble downtown, and you're just the hero to take that trouble and make lemonade. Metaphorically speaking that is. And metaphorically mixing, too.
3. Adventure in The streets of downtown Twilight until you get Two Paths Diverged in a Darkened Street.
Option 1 (shortcut): Choosing "Investigate the shouting in the alley" skip to step 7 and changes the journal to:
There's been trouble downtown, and it's up to you to sort things out. It looks like the Zion's Tears cult is at least part of the problem. You know where their headquarters are; maybe it's time to do a little snooping?
Option 2: Choosing "Continue following the suspicious figure" continue to step 4 changes the journal to:

7. Adventure in Zion's Tears building until you get What the Hell?! and the following message to your journal:
Something truly strange is going on at the Zion's Tears cult headquarters. Besides possible murder, some of the followers might not even be human. You'd better get to the bottom of this mystery. If you could find the leader of these strange beings, maybe you can stop whatever they're up to.
8. Continuing the adventure in the Zion's Tears building will lead to A Familiar Figure. Continue to adventure, and kill archons. This can also be achieved by using a horn of Zion, dropped by matarkhis. After defeating enough archons you will encounter Zion's Tears demiurge. Defeat her to get the following journal message:
You've scattered the Zion's Tears creatures and defeated their leader in combat. All that remains is to call in Rand and have him and Twilight P.D. clean up the rest of the mess.
9. Visiting the Twilight Police Department begets:
It's difficult to get through all the details without sounding like a crazy person, but you explain to Rand that some kind of nonhuman force was behind the Zion's Tears movement. Rand has a few moments of incredulity, but once you get him down to the building with a couple of S.W.A.T. teams and start to work your way through the building, they're ready enough to believe you.
Spookiest of all is a half-built mechanical contraption you find on the top floor. At first nobody seems to have any idea what it's for, but Rand gets back to you later and says that the best guesses of the scientists examining it suggest it's some sort of interdimensional transportation device. Clearly the Zion's Tears creatures had to come from somewhere, and it looks like they were trying to bring more in soon.
You shudder at the thought, but Rand assures you that the dimensional gate has been removed from the building and is being kept somewhere safe while the scientists try to study it and learn how the superior technology is supposed to work.
The following message appears in the Completed Quests section of your journal:
You've scattered the Zion's Tears creatures and defeated their leader in combat. The police have helped clean up the remainder of the offices, and their nearly complete dimensional gate is now in safe hands. There wasn't any other evidence connecting Michael Ace to the cult, but the possibility that the trillionaire might have been involved still worries you.
