This is a little metallic sphere with some complicated mechanism on the inside that slowly builds up an electrostatic potential generated by your kinetic motion. In other words, if you walk around with this thing in your hand you'll build up a decent electric charge. When you touch someone else--with your weapon, say--they'll get a nasty shock. Not to mention it makes your hair stand up on end in a somewhat intimidating fashion.
Balloons also stick to you, if you're wondering.
